Honestly, I have not watched Silent Hill, if that is even what you are reffering to... and I have not seen many references to it at large... Your mention of this being a phenomenon kinda caught my attention.

However, I still like your description, it is very moving in its own right.

I wonder... Have you ever seen the story of Kaze: Ghost Warrior?
